What is main entry in cataloging?

Main entry is to provide the retrieval points for those using the catalog. It usually designates the person or body chiefly responsible for the intellectual or artistic content of the work. Sometimes, the title could also be used as the main entry.

So, the question is: author or title as the main entry?
